Vice President Real Estate Development Job Description?

Position Objective: To plan, organize, and monitor revitalization projects and administer the HOPE VI Grants and all associated contracts there under. Essential Functions: Lead and oversee the development and establishment of an Oracle based HOPE VI grant administration system. Work with staff to process and submit HOPE VI Grant Agreement Amendments, Revitalization Plan Amendments, and track through implementation. In conjunction with the Real Estate Finance Director, establish, maintain and track budgets for all HOPE IV projects through the close-out phase; work to ensure the efficient and timely use of HOPE VI financial resources. Build and maintain constructive and effective relationship management with the City , the Development Authority, and other vital partnerships to ensure achievements and accomplishments in public improvement funding for HOPE VI developments; and successful participation in designated Tax Allocation Districts. Supervise the Real Estate Senior Project Managers and define revitalization project grant requirements to ensure that all scheduled milestones for planned development activities by development partners are in compliance with the applicable regulatory and contractual requirements and reported accurately on a quarterly basis. Monitor the revitalization activities by private development partners, focusing on consistent management procedures related to determining project specific Development Agreement contract compliance. In collaboration with Real Estate Senior Project Managers, prepare weekly status reports for senior management to facilitate review and monitoring of critical development issues on a project specific basis. Provide leadership support and guidance to Senior Project Managers, Resident Services, Relocation and Planning Committees in developing and maintaining successful community and other external relationships; coordinate redevelopment activities with Relocation on an on-going basis. Oversee all HOPE VI home buyer assistance programs to ensure that they comply with: Their respective grant agreement;Their respective revitalization plans and home ownership plan requirements; and Assessment of subsidy needed. Work with Project Manager to administer the Home ownership grant through close-out; and monitor third party contractor to meet benchmarks. Education/Experience: Requires a Bachelors Degree in a related field and seven to nine years of related experience. Experience in Community Redevelopment, Construction Management and a thorough knowledge of the HUD HOPE VI Program, rules and regulations are required.
