What is a Director of Facilities, Planning and Construction Job Description? The Opportunity and Responsibilities Searching for a Managing Director of its Facilities Planning and Construction Department. This position, which reports to the Executive Vice Chancellor for Finance, provides executive oversight, management and leadership to a group of professionals overseeing capital construction projects throughout the A&M System and ensures that resources are spent wisely by seeking management and cost efficiencies while adhering to appropriate standards. The current capital construction budget. The Facilities Planning and Construction Department is dedicated to the ongoing program to improve and expand all physical facilities in support of the teaching, research and service missions of each university and agency of the A&M System. The department seeks to accomplish this by providing timely and efficient professional services in a fiscally sound manner throughout all phases of project development. The department further strives to ensure that each design for a new or renovated facility provides a safe and accessible environment for the public; complies with state and federal codes and regulations; is visually attractive; adheres to the adopted architectural design policies; incorporates durable institutional quality materials and construction techniques; and is functionally enduring, energy conserving and economical to construct and maintain. It is the overall objective of the Facilities Planning and Construction Department to accomplish these services within the earliest and most practical time frame to satisfy the facility needs of the ever changing and increasingly diverse mission of the A&M System. Within the department there are employees, including registered professional engineers, licensed architects and interior designers. The successful candidate for this highly visible position will: Lead the organization through change and broadening of its mission Develop and implement procedures and processes to ensure that: A&M System facilities are designed and built to meet: -User functionality requirements based on the Program of Requirements developed by the user with the assistance of Facilities Planning and Construction and approved by the appropriate CEO -State and federal laws, Board policies, and A&M System regulations - Optimized life cycle operating, repair and maintenance costs -Optimized future expansion and renovation potential with minimal costs Materials cost and cost increases are minimized Labor costs are minimized The A&M System is protected from legal, financial and reputation risks associated with each project Each party meets all contractual obligations All reviews and certifications are complete prior to occupancy Protection against increased liability if beneficial occupancy occurs before project completion The insured value of all existing and new facilities is complete and accurate Repairs and maintenance estimates in the life cycle estimate are complete and accurate and are performed in accordance with agreed specifications and timelines Up-to-date ratings of architects, engineers and contractors by type of facility and, if necessary, by location are maintained Physical plant personnel have the necessary qualifications to operate each facility as designed and perform repairs and maintenance as specified in the life cycle plan Develop the A&M System Capital Plan by interacting with the member CEOs to provide continuity and communication across the various construction projects and to ensure that capital plan amounts, including life cycle estimates and estimates for the next year\'s cash expenditures, are complete and accurate Qualifications and Characteristics The following qualifications and characteristics will define the ideal candidate: 15 years management experience, including 10 years in construction project management Bachelor\'s Degree. in Engineering or Architecture or Construction Management Eligible for registering as a licensed professional engineer or architect or certified professional constructor Experience working in organizations that utilize both a staff model and an outsourcing model of operation Demonstrated experience managing multiple projects Experience in managing and leading an operation which handles a large building portfolio Working knowledge of construction contract law Strong interpersonal and communication skills Excellent public speaking/presentation skills Ability to facilitate one-on-one and group interactions in a manner that ensures desired outcomes Ability to motivate and guide others in the execution of their assigned responsibilities to aid effective performance Ability to multi-task and work cooperatively with others Definition of Success The selected candidate\'s success during the first year will be measured by whether the candidate accomplishes specified objectives, including (but not limited to): Develop a process for reviewing and validating projects and the adequacy costs submitted by A&M System members as part of the Capital Plan Perform a life cycle analysis on each project Evaluate the maintenance and operational needs on each project to identify training needs for physical plant personnel across the A&M System. Identify areas in which services can be effectively outsourced to meet variable demand Implement a system for managing outsourced projects and services |
